In a shocking incident, a lower caste Dalitstudent of a government school in Jodhpur cityRajasthan was beaten up by his teacher for touching plates being used to serve mid-day meal on Thursday.

 

Although, India banned caste-baseddiscrimination in 1955, its 170 million Dalits continue to face prejudice in every sector from education to employment, because of their traditional occupations such as street sweeping and grave digging.

 

The episode happened in Government Higher Secondary School in Osian town of Jodhpur, where mid-day meal was being served.

 

It also came to fore that separate plates were kept for Dalit students and those belonging to a higher caste, Jats.

Malaram, father of the Dalit student, was also allegedly beaten up when he came to pick up his son from school.

A complaint has been filed against the teacher but police is yet to take any action against him.

 

Nisha Siddu, a child activist from Jaipur on Saturday expressed concern over the incident of discrimination that happened in a state-run institution, regarding the government-funded mid-day meal scheme, which provides free lunch to school children.

19-yr-old endosulfan victim raped

MANGALURU: A 25-year-old youth was arrested and sent to judicial custody for allegedly barging into a house and raping a 19-year-old endosulfan victim, under Vittal police station. 


Police said that the incident occurred on Thursday. Rajesh Shetty, a resident of Kadambila in Peruvai, who works as a watchman in Thokkotu has been arrested. Rajesh, who was allegedly drunk during the time of the incident, was roaming outside the victim's house when her parents, daily wage workers, were away at work. 


When he realized that the victim was alone he barged into the house and allegedly sexually assaulted her. 


Neighbours who noticed Rajesh loitering around in a drunken state alerted the victim's parents. "Before they could reach the house, Rajesh had assaulted the victim. As she was bed-ridden and in a vegetative state, she could not cry or put up a fight," police said. Medical tests proved that she was sexually assaulted. Based on her parents' complaint, Rajesh was arrested under sexual assault and SC/ST Atrocity Act. He has been remanded to judicial custody.

COIMBATORE: A 38-year-old farm worker belonging to a Scheduled Caste was assaulted by three caste Hindus, who then hog-tied him and confined him in a room for the entire night on September 30 in Anaimalai. He was rescued by local people only the next morning.

 

This was allegedly done by the farm owner for who he works and three of his friends for keeping away from work for two days.

 

Police said the victim, P Murugan (38) of Harijana Colony, Devipattinam, Anaimalai, used to look after cattle belonging to to S Vignesh of Vettaikaranpudur, Anaimalai.

 

On September 28, Vignesh had scolded the Murugan, after which he did not turn up for work for two days.

 

On September 30, Vignesh, along with three others, identified as Shiva, Jegan and Karthi, all from the same area, came to the victim's house and picked him up in their car.

 

They then assaulted him, injuring him on his face and hands, before tying him up with a rope and leaving him inside a room in the house of another man in Vettaikaranpudur.

 

The four also used derogatory language to describe Murugan's caste, police said.

 

Murugan was later admitted to the Mettupalayam Government Hospital for treatment.

 

Based on a complaint, the Anaimalai police registered a case under IPC sections 342 (wrongful confinement), 323 (voluntarily causing hurt) and 506(i) (criminal intimidation) against the four. They have also been booked under various sections of the SC/ST Prevention of Atrocities Act.

 

Superintendent of Police M Sudhakar told Express that the two special teams were working under the Valparai DSP and are on the lookout for the accused persons, who are absconding.

 

The police are taking the allegations seriously, he added.

 

A relative of Murugan told Express that the four men had taken Murugan to the room, where they made him consume liquor. They then abused him using derogatory terms for his caste, before they began assaulting him.

"They smashed his head on the wall and punched him. When he came home, he told us that he had fallen from his motorcycle. However, we noticed that he did not have any injuries on the rest of his body, and after we kept asking, he told us that he had been assaulted by the four men," he said.

 

The family did not want to register a complaint with the police, but the Mettupalayam GH authorities told them that it was necessary to file a complaint before they could admit Murugan for treatment.

 

"The police have been extremely supportive, and are giving us the protection we need. We hope that they will arrest the men quickly," said another family member.

Pondy university to hold seminar on dalits in Hindi cinema

PUDUCHERRY: The department of Hindi, Pondicherry University, will hold a two-day national conference, 'Hindi cinema: Dalit and tribal discourse' on October 5 and 6 on the university premises. 


The conference will focus on the portrayal of dalit and tribal communities in cinema. 


More than 30 delegates from all parts of the country will participate in the conference. The key areas of discussions include absence of dalit-tribal reality in Indian cinema, oppression of the dalit-tribal by the upper classes, caste politics, constitutional rights of the dalits, condition of dalit-tribal women, dalits as proletariat class and dalits in urban life among others. 


Pondicherry University vice-chancellor in-charge Anisa B Khan will inaugurate the conference in the presence of former editor of %'Jansatta' Om Thanvi and former editor of 'India Today' Dilip Mandal. Fandry film director Nagraj Manjule, dalit writer Sheoraj Singh Bechain, India's first tribal film director Biju Toppo and documentary film maker Ashwini Kumar Pankaj will be some of the resource persons for the conference. 


The two documentary films, Biju Toppo's Kudukh language documentary, 'Kora Raji' and Tamil Bodhi Kala group's 'Padyi' will be screened during the conference. 


Ashutos Chandan's 'Graphity India' will perform two plays related to dalit and tribal issues. The conference will also include a dalit-tribal poetry session.

He says a meeting of officials will be convened for the purpose

 

Chief Minister Siddaramaiah has said that he would soon convene a meeting of the senior officials of the departments of forest and revenue to resolve the problems being faced in the issuance of title deeds to farmers, who were indulging in unauthorised cultivation of forestland under the Forest Rights Act.

 

Mr. Siddaramaiah was speaking after laying the foundation stone for various development programmes at Sagar on Saturday.

 

The progress achieved in conferring title deeds under the Forest Rights Act in Karnataka was not on the expected lines. The condition in the Act that documents should be provided to prove the domicile in forest region for three generations or 75 years had become an impediment in the process of conferring title deeds. Many farmers were finding it difficult to furnish the documents. These issues would be discussed in detail at the meeting. The State government would initiate appropriate measures to expeditiously complete the process of issuance of title deeds, he said.

 

On the demand for construction of a 2.16-km-long bridge between Kalasavalli and Ambaragodlu villages in Sharavathi river backwater region, the Chief Minister directed the officials of Public Works Department to prepare a fresh estimate in this regard. The foundation stone for the work was laid by the previous Bharatiya Janata Party government in 2009, without allocating any fund for it. According to an estimate prepared then, about Rs. 165 crore was needed for completing of the project, he said.

 

A few officials of the departments of public works and finance departments in the past had said that the project was not economically viable. The people of Sharavati backwater region had parted with their property when a reservoir was constructed at Linganamakki for power generation. It was obligatory on the part of the government to construct the bridge as it would go a long way in ensuring comprehensive development of the region, he said.

Addressing the gathering, Speaker of Legislative Assembly Kagodu Thimmappa said, about five lakh applications submitted by farmers in Karnataka seeking title deeds under Forest Rights Act were still pending. The officials of the departments of forest and revenue had displayed negligence towards implementation of the Act. Mr. Thimmappa said that he would visit gram panchayats across the district to create awareness on the Act among the members of village forest committees, who had been entrusted with the responsibility of receiving and processing the applications from farmers.The State government had displayed its commitment for the welfare of the poor and the downtrodden by launching the scheme of providing rice at subsidised price for below the poverty line families, and by waiving the loans taken by the people belonging to Scheduled Caste, Scheduled Tribes, Backward Class and Minorities from government corporations.

 

The government should initiate measures to confer title deeds for small and marginal farmers engaged in unauthorised cultivation of forestland under the Act, he said.Mr. Siddaramaiah disbursed a revolving fund for the members of women self help groups and handed over the title deeds to 800 farmers on the occasion.
