 Delhi Budget 2015-16 Betrayed urban poor in night shelter, housing, water and Sewerage programs

Dear Friend,

 

Human minds are changed from observation and not from arguments. This comprehension can be applied on the ruling party Govt. of NCT of Delhi. We tried to observe budgetary issues for Homeless and Poor people living in Delhi. In the report, attached herewith, we have covered three major programs - Shelter / Housing, Water and Sewerage & Sanitation for poor people. Budget has been reduced in all these major programs. We are sure that this report will help you to understand that how political assurance contradicts with programme shown in the budget documents. This report is an effort to support the movement working for urban poor and Jhuggi Jhopadi Bastis.

 

Further, we would like to mention that this report is in continuation of our Union Budget analysis sent to you in March 2015. Our Union budget analysis was debated and discussed at larger level amongst the Community Leaders and Movement Leader in different parts of the country. To meet people's demand, DSG also facilitated two days interactive programme on budget for movement / community leaders

 

We feel nexus of Political Parties, Corporates and Land Mafia embezzling public resources in the rural and urban areas. And Power entrusted in the govt. institutions, functioning at public expenses, are also being monopolised. DSG has entered into the research of such institutions. To begin with we have done the State Budget Analysis from the perspective of urban poor and homeless people.  We already know that for the Smart Cities, land will be acquired from poor people and finance will be arranged by imposing tax on them (our previous report shows that poor people pay three times more tax than the corporates to the government). Therefore, DSG is also planning to do such analysis for other metropolitan cities and forthcoming smart cities which will strengthen different movements and groups working for the urban poor.
