Friends and Comrades,
We believe you all would be busy with preparation work in your respective areas with ongoing struggles. You must have received information about the meeting of the Working Committee of Bhumi Adhikar Andolan which met on 1st July at 36, Canning Lane. It was proposed in the meeting that at the starting of the Monsoon session of Parliament from 21st July, a public hearing would be organised by the Bhumi Adhikar Andolan. The members of the Joint Parliamentary Committee would be invited to the public hearing to present suggestion and recommendations on the proposed amendments to the Land Acquisition Act. It is also expected that we invite communities and other groups from all over the country wherever land-acquisition processes have taken a sharp and critical turn, and people are engaged in fierce conflicts in the acquisition process.
We believe it is of significant importance that to involve the members of the JPC. Bhumi Adhikar Andolan has repeatedly asked the JPC members to go among the people and seek suggestions and integrate inputs received from people in their own report. However, it could not materialise, or was deliberately ignored. It would be now difficult for them to reject participating in the public hearing at Delhi. We could then put across our objections, suggestions and recommendations easily in this case.
As the Committee has sought one week time to submit their report to the Parliament, it would also be useful and important that we do this before they prepare their report, so it could be incorporated.
We urge all sathis that you participate in the public hearing on 23rd July with atleast a few community members from all areas with your direct – indirect involvement, and those making active efforts all over in the struggle.

उम्मीद है कि आप लोग अपने अपने क्षेत्रों में संघर्ष की तैयारी में व्यस्त हैं. जैसा कि आपको विदित है 1 जुलाई 2015, को भूमि अधिकार आन्दोलन की वर्किंग कमेटी की एक बैठक, 36, कनिंग लेन में हुई थी. जिसका ब्यौरा आपको मिल गया होगा. इस बैठक में यह तय हुआ था कि 21 जुलाई से शुरू हो रहे संसद के मानसून सत्र के दौरान, भूमि-अधिकार आंदोलन की ओर से एक जन सुनवाई का आयोजन किया जाएगा. और भूमि अधिग्रहण कानून प्रस्तावित संशोधनों पर सुझाव पेश करने के लिए बनाई गई संयुक्त संसदीय समिति के सदस्यों को इसमें आमंत्रित किया जाए. इस जन सुनवाई में देश के विभिन्न इलाकों से, विशेष रूप से ऐसे क्षेत्रों से जहां भूमि-अधिग्रहण प्रक्रिया का विरोध मुखर रूप से किया जा रहा है, समुदायों के लोगों को बुलाया जाए
रणनीतिक रूप से हम ऐसा मानते हैं कि, भूमि अधिकार आन्दोलन की ओर से बार-बार संयुक्त संसदीय समिति के सदस्यों से यह आग्रह किया जाता रहा है कि वो लोगों के बीच जाएँ और उनकी राय को अपनी रिपोर्ट में शामिल करें. लेकिन ऐसा हुआ नहीं या किया नहीं गया. ऐसे में दिल्ली में ही होने वाली इस जन सुनवाई में शामिल होने से वो इनकार नहीं कर पायेंगे और हमें अपनी आपत्तियों, सुझावों और सिफारिशों को उन तक पहुंचाना आसान होगा
चूँकि खुद समिति ने अपनी रिपोर्ट संसद को पेश करने के लिए एक सप्ताह का समय लिया है इसलिए भी यह बहुत उपयोगी होगा कि उनकी रिपोर्ट तैयार होने से पहले हम उन्हें इसमें शामिल करें
अत: आप सभी साथियों से यह आग्रह है कि आप के अलावा जिन समुदायों के साथ आप संघर्ष कर रहे हैं उनमें से भी कुछ साथियों को लेकर 23 जुलाई को होने वाली इस अहम जन सुनवाई में शामिल हों
